Study in Italy Almost Free: DSU Scholarships Guide for Pakistanis

The UK wants on request+ a year in tuition. The US wants more. Italy's public universities want on request per year — and if you qualify for a DSU regional scholarship, that can drop to near zero, with a stipend paid to you. Italy is the most underrated study route in Western Europe for Pakistani students, and here is how it actually works, including the parts that take patience.

Why Italy is this cheap (and why consultants ignore it)

Italian public universities are state-funded and charge income-based tuition: the lower your family's documented income, the lower your fee within the on request band. Because public universities pay no commission to consultants, most big agencies simply never mention Italy — there is nothing in it for them. DSU scholarships: near-free plus a stipend

DSU (Diritto allo Studio Universitario) is Italy's regional "right to study" system. Each region runs an agency that awards income-based scholarships to eligible students — international students included. A full DSU award can mean:

Eligibility is based on your family's income and assets, evidenced through consular-attested documents converted into Italy's income measure (ISEE parificato). For typical Pakistani middle-class families, the thresholds are realistic — this is not a long-shot merit lottery like Chevening; it is an income-based entitlement if your documents are done correctly and on time.

Verify per region: stipend amounts, thresholds and deadlines differ by region and academic year (Lombardy, Emilia-Romagna, Lazio, Tuscany etc. each run their own agency). Always check the current bando (call for applications) of the DSU agency covering your university before counting on numbers.

Honest warning: Italy's weak point for Pakistanis is embassy processing speed in Islamabad, not admission. Files that start late get stuck. Start a full year out and the route is smooth; start in June and you are gambling.

Living costs: the honest picture

Tuition is the cheap part; living is where budgets are won or lost. Smaller university cities (Padua, Pisa, Parma, Turin's outskirts) are dramatically cheaper than Milan or Rome — shared rooms, student canteens and regional transport keep monthly costs modest, and a DSU housing place cuts the biggest line item entirely. Students can work part-time within legal limits to supplement, but do not build your funds plan around a job you have not found yet: the visa file must stand on family funds or scholarship support alone. If a consultant's "total package" quote for Italy sounds like a UK budget, something in it is padded.

Sidebar: the Decreto Flussi work route

Italy also runs Europe's largest legal work quota system, Decreto Flussi. The 2026–28 plan totals roughly 497,550 work visas, and the 2027 quotas are already fixed: 76,200 non-seasonal + 89,000 seasonal. Two things to know:
