★ Seven legal routes · and the exact scam running on each

Working abroad, honestly

Every one of these routes is real and legal. Every one of them also has a specific fraud operating on it right now — and knowing which is worth more than any list of jobs.

The law says what a licensed promoter may charge you. It is published by the government — and no agency in Pakistan repeats it.
Ask us and we will tell you the figure and show you the government page it comes from, so you can check it yourself rather than take our word for it.

Read this before you deal with anyone about a job abroad

Including us. These are the rules, and they are the law — not our policy.

1 · We charge job seekers nothing. Ever.
Vizzora Abroad does not take a fee, deposit, commission or "processing charge" from any person for any job, anywhere. If anyone — including someone claiming to be from Vizzora — asks you to pay for a job, that is fraud. Report it.
2 · We are not a licensed Overseas Employment Promoter, and we do not recruit.
We do not place people in jobs abroad, do not forward candidates to foreign employers, and do not process applications for overseas employment. These pages are information. Where a route needs a licensed promoter, we will tell you and we will not pretend otherwise.
3 · Only a licensed OEP may recruit Pakistani workers for jobs abroad.
Check any agent's licence yourself on the government's own list before you pay anyone anything: beoe.gov.pk/list-of-oeps. If they will not give you a licence number, the conversation is over.
4 · There is a legal cap on what an OEP may charge you.
A licensed promoter may charge a fixed maximum in service charges, plus actual receipted expenses only — and must refund you if employment is not secured. The official fee schedule is published by the government at beoe.gov.pk/fee-structure-emigrant. Demand a receipt for every rupee. Charging above the cap is a criminal offence carrying up to fourteen years.
5 · Never leave for a job abroad without the Protector of Emigrants.
You must register with the Protector and get the protection sticker in your passport before you travel. Departing without it is itself an offence, and it leaves you with no legal protection when something goes wrong abroad — which is exactly when you will need it. How the protection process works.

Which routes are actually open to you?

Answer honestly. Some of these will rule you out, and being ruled out today is far cheaper than being ruled out after you have paid someone.

Nothing here is hidden behind a form. Read it, check it against the government site named on each card, and then decide whether you need anyone's help at all.

🇸🇦

Gulf — Saudi, Qatar, Bahrain, Kuwait, UAE

Over 700,000 Pakistanis deployed to the Gulf in 2025. Saudi alone took 530,256.
Difficulty
Who it is for
  • Skilled trades — plumber, electrician, welder, AC technician, auto electrician
  • Drivers, warehouse, construction, hospitality
  • Nurses and paramedics
  • Engineers and site supervisors
TestA trade or skill test is now mandatory for named Saudi trades under the Skill Verification Program. Pakistan was the first country where it was rolled out.
LanguageNone required for most roles.
Realistic timelineTypically 2 to 4 months from offer to departure.
What stops most peopleNo skill certificate means no visa for the named trades — and no renewal either. A GAMCA medical failure ends it regardless of everything else.
⚠ The scam on this route"Azad visa" — a free or open visa you arrange work with yourself — puts you in illegal employment. Anyone selling one is selling you a deportation.
Verify anything you are told against beoe.gov.pk — the government's own site, not ours and not an agent's.
🇰🇷

South Korea — EPS (Employment Permit System)

Around 13,000 Pakistanis placed under EPS since 2006.
Difficulty
Who it is for
  • Manufacturing
  • Agriculture and livestock
  • Fishing
  • Construction
  • Some service roles
TestEPS-TOPIK Korean language test, then a skills test. You must pass both.
LanguageKorean to EPS-TOPIK standard. Realistically 6 to 12 months of study from zero.
Realistic timelineA year or more, and much of it is waiting.
What stops most peopleAged outside 18 to 39, any criminal record, or any history of deportation from Korea. Intake is also rationed by a Korean quota AND a ballot before you even sit the test.
⚠ The scam on this routeAnybody promising you an EPS seat, a guaranteed ballot place, or a job before you have passed EPS-TOPIK is taking your money for something they cannot deliver. Quota and draw dates come from OEC only.

🇯🇵

Japan — Specified Skilled Worker (Tokutei Ginou)

Sixteen designated sectors. Japan runs an Urdu version of its official portal, which tells you how seriously they are targeting this market.
Difficulty
Who it is for
  • Caregiving and nursing care
  • Construction
  • Food service and manufacturing
  • Agriculture
  • Machinery and electronics
TestA sector skills test AND a Japanese language test — JFT-Basic or JLPT N4 as the floor.
LanguageJapanese to N4. Nine to fifteen months of real study.
Realistic timeline12 to 18 months including language.
What stops most peopleThe tests are frequently not held inside Pakistan — many candidates must travel to a third country to sit them, and that cost surprises people late.
⚠ The scam on this routeThere is no shortcut past the language test. An agent who says they can arrange the visa without JFT-Basic or N4 is describing something that does not exist.

🇩🇪

Germany — Ausbildung (paid vocational training)

One of the highest-volume genuine routes for Pakistani school leavers — and one of the most mis-sold.
Difficulty
Who it is for
  • Nursing and care
  • Hospitality and hotel management
  • Mechatronics and industrial trades
  • Logistics
  • IT support
TestNo skills test. A German employer must offer you a training contract.
LanguageCertified German at B1, and B2 for nursing. Typically 9 to 12 months of full-time study.
Realistic timeline12 to 18 months before you leave. Most intakes start in August or September, so contracts are signed 6 to 12 months ahead.
What stops most peopleNo signed training contract means no visa. And nobody starts this in under a year, whatever they were told — the language alone takes that long.
⚠ The scam on this routeAny promise of an Ausbildung place "without German" or "in three months" is false. The certificate is issued by Goethe or telc and cannot be arranged.

🇩🇪

Germany — Opportunity Card (Chancenkarte)

A points-based job-seeker permit — you go first, then find the job.
Difficulty
Who it is for
  • Qualified professionals with a recognised degree or vocational qualification
  • People with German or English language ability and some work experience
TestNo test. A points assessment against qualification, experience, language and age.
LanguageGerman or English, and it adds points.
Realistic timeline3 to 6 months to apply once your qualification is assessed.
What stops most peopleYou must prove you can support yourself for the entire year. That funds requirement alone rules out most applicants, and the amount changes annually — we verify it per person rather than quoting last year's.
⚠ The scam on this routeIt is not a work visa and it is not a job. Anyone selling it as guaranteed employment in Germany is misrepresenting what it is.
Verify anything you are told against make-it-in-germany.com — the government's own site, not ours and not an agent's.
🇬🇧

United Kingdom — Seasonal Worker (horticulture)

Up to 6 months of legal seasonal farm work. Applications run year-round for horticulture.
Difficulty
Who it is for
  • Fruit, vegetable and flower picking and packing
  • Poultry, in a separate short season each autumn
TestNone.
LanguageBasic English is enough.
Realistic timelineApply up to 3 months before your start date; decisions usually inside 3 weeks.
What stops most peopleNo Certificate of Sponsorship, no visa. You must also show your own savings, and you pay the visa fee yourself.
⚠ The scam on this routeThis is the most scammed route in Pakistan right now. Those operators recruit through their own approved agents — anyone charging you for "guaranteed" UK farm work outside that list is running a fraud, and there have been prosecutions.
Verify anything you are told against gov.uk — the government's own site, not ours and not an agent's.
🇮🇹

Italy — Decreto Flussi quota work visa

The 2026–2028 decree authorises around 497,550 permits, and Pakistan is one of 38 priority countries sharing a ring-fenced allocation.
Difficulty
Who it is for
  • Agriculture and seasonal work
  • Construction
  • Logistics and transport
  • Care work
TestNone.
LanguageItalian helps but is not a formal gate.
Realistic timelineYou must have an Italian employer arranged in advance — the application itself is a single 'click day'.
What stops most peopleThe 2026 click days have already passed. The next window is 2027, and without an employer lined up beforehand there is nothing to submit.
⚠ The scam on this routeNobody can reserve you a click-day slot. Anyone taking money now for a 2027 Italian work visa should be asked to show you the employer, in writing, today.
Verify anything you are told against esteri.it — the government's own site, not ours and not an agent's.

Four things that are true on every route

  • A licensed promoter's charge is capped by law. The cap is published by the government. If someone is asking for many times that, they are breaking the law — and you can report them to the Bureau of Emigration, the Protector of Emigrants, or the Wafaqi Mohtasib's overseas cell.
  • No visa can be guaranteed. Not by us, not by anyone. A guarantee is the single most reliable sign that you are being defrauded.
  • Never pay for a job that has no employer you can name. Ask to see the employer, the contract and the licence number. A real route survives that question easily.
  • An "azad visa" is illegal work. It is sold constantly and it ends in deportation and a ban. There is no version of it that is safe.
