Check your agent before you pay a rupee

Punjab alone logs more than 1,400 fraud complaints a year against study-abroad firms. Lahore is the worst. Families have lost more than a million rupees each.

Every answer on this page ends the same way: here is the government's own register — go and check it yourself.

Step one

Is the person asking for your money actually registered?

Every category below has a government register. Most people never check, because nobody tells them it exists.

Overseas employment promoter (Gulf / work visa agent)

How to checkAsk for their licence number. It looks like 1234/RWP or 3966/KAR — a number, a slash, a city code. Then check it on the BEOE list.
⚠ The red flagIf they will not give you a licence number, the conversation is over. A licensed promoter gives it instantly, because it is how they compete.
What the law saysThe law caps what a licensed promoter may charge you in service fees, and the cap is published by the government. Anything above it is illegal — whoever is asking.

University or college abroad

Who keeps the registerHigher Education Commission Pakistan · hec.gov.pk
How to checkCheck the institution appears on HEC's recognised list for the country and level you are applying to.
⚠ The red flagSteering you toward a university you have never heard of, with a fast admission and a 'special quota', is the single most common study-abroad fraud in Pakistan.
What the law saysAn unrecognised degree is worth nothing when you come home. For medical degrees, PMDC requires an NOC BEFORE you enrol — after is too late.

Umrah or Hajj operator

Who keeps the registerMinistry of Religious Affairs · mora.gov.pk
How to checkOnly companies on the Ministry's approved list may sell Umrah. Ask which approved company your booking is made through, and get the name in writing.
⚠ The red flagSince July 2026, complaints against non-approved sellers get NO consumer protection at all. If they are not on the list, you have no recourse when it goes wrong.
What the law saysEvery booking must be verified through the official Nusuk system. Ask to see it.

IELTS or English test booking

Who keeps the registerBritish Council / IDP · britishcouncil.pk
How to checkBook directly. The test fee is the same at both providers, within a few hundred rupees of city tax.
⚠ The red flagAnyone offering a 'guaranteed band', a 'backdoor booking', or a certificate without a test is offering you a forgery — and forged results end your visa chances permanently.
What the law saysThere is no such thing as a guaranteed IELTS band. None.
Step two

Does that receipt look real?

Fake university receipts are one of the most documented frauds in Pakistan — an agent shows you proof your money reached the university, and it never did. Tick everything that is true of the receipt you were given.

Step three

Eleven sentences, and what each one really means

If you have heard any of these, stop and check before you pay anything more. Several of them are not just warning signs — they are descriptions of a crime being committed in your name.

"Visa guaranteed — hundred percent."
What it actually meansNobody can guarantee a visa. Not us, not anyone. This one sentence tells you they are willing to lie about the most important thing.
"Pay the full amount today, the price goes up tomorrow."
What it actually meansManufactured urgency so you cannot check anything. Every real route is still there next week.
"I will attend the interview for you." / "We will handle the interview."
What it actually meansIllegal, and impossible. The interview is always the applicant's — that is the law, not a preference.
"Azad visa — you go and find your own work there."
What it actually meansThat is illegal employment. It ends in deportation and a ban, and the person selling it knows that.
"Don't worry about the bank statement, we will arrange it."
What it actually meansThey are proposing to fabricate financial documents in your name. You carry the consequence, not them — and a forgery finding follows you for years.
"We have a special quota / direct contact in the embassy."
What it actually meansNo embassy has quotas sold through agents. This is a fiction, and an expensive one.
"Our success rate is ninety-eight percent."
What it actually meansAround 40% of Pakistani UK study-visa applicants were refused in early 2026 — up from about 6% a year earlier. Ask to see the file records behind their number. They do not exist.
"Cash only." / "Pay into this personal account."
What it actually meansClient money should go to a company account with a receipt. A personal account means no paper trail and no recourse.
"Sign here, I'll fill in the rest later."
What it actually meansNever sign a blank or incomplete form. What gets written above your signature is what the embassy sees.
"Just say you're going for tourism, they won't check."
What it actually meansAdvising you to misrepresent your purpose is advising you into a refusal and a possible ban. Walk away.
"Refund guaranteed if the visa is refused."
What it actually meansAsk for it in writing, then read what it excludes. Almost always it is either not honoured or already priced into what you are paying.

Your rights, whoever you are dealing with

  • Ask for every promise in writing before you pay anything. If they will not write it down, it is not a promise.
  • Pay into a company account and take a receipt every time. Never a personal account.
  • Keep every document, message and receipt. Screenshots count.
  • You may walk away at any point before you have signed. Pressure is not a contract.
  • If you have been defrauded, report it. Complaints go to the FIA Cyber Crime wing, and for overseas employment to the Bureau of Emigration, the Protector of Emigrants, or the Wafaqi Mohtasib's overseas cell.
